LCAP
The LCAP (Local Control and Accountability Plan) for WCCUSD (West Contra Costa Unified School District) is a three-year plan that outlines the district’s goals, actions, services, and expenditures to support positive student outcomes. It’s a key component of California’s Local Control Funding Formula (LCFF), which gives school districts more flexibility in how they use state funds.

DLCAP
The District Local Control Accountability Plan (DLCAP) Committee is a parent and community advisory group convened to advise the WCCUSD Board of Education on the District’s Local Control Accountability Plan (LCAP). Members serve two-year terms and meet throughout the school year to offer feedback and recommendations that reflect the needs and priorities of students and families—especially those from historically underserved groups, including English learners, foster youth, homeless students, and low-income families.
The DLCAP Committee comprises parents or legal guardians of current district students, as well as members of community-based organizations. The committee operates in collaboration with the Superintendent (or designee), who provides logistical and administrative support. Meetings are open to the public and serve as an important space for data analysis, discussion, and shared decision-making. Agendas, minutes, and additional documents—such as the DLCAP Member Roster and Bylaws—are posted publicly.
